CBAM: the quarterly report during the transitional phase

January 31st, 2024 is the deadline for submitting the first CBAM report for the October-December 2023 quarter.

The report which establishes the Carbon Border Adjustment Mechanism (CBAM) covers imports of products listed in Annex I of Regulation (EU) 2023/956, into the European Union.

The CBAM is one of the key steps in the EU's program to reduce greenhouse gas emissions and transition to renewable energy sources.

Until the end of 2025, the mechanism is in its transitional phase, with the obligation to report to the European Union the CO2 emissions that occurred during the processing of imported products in third countries.

The products covered belong to six industrial sectors:

  • Cement
  • Hydrogen
  • Aluminum
  • Fertilizers
  • Cast iron – iron – steel
  • Electricity production

 

The report must be submitted through the CBAM registry, which is made available by the European Commission. The registry is a web portal that allows importers to submit their CBAM reports electronically. Access to the registry is granted through the authorization system of the Italian Customs Agency.
