We inform you that Phase 3 of the European Union's Import Control System 2 (ICS2) will commence on June 3, 2024, for maritime and inland waterway transport, with a significant impact on all see shipments. This new phase will be in effect on transitional basis until December 4, 2024. From that date on, it will become mandatory.

Land and rail transport to the European Unione (EU) will also be included from 1 April 2025.

What changes with ICS2 Phase 3?

ICS2 Phase 3 introduces new information requirements that must be communicated to customs authorities before goods are shipped. The main changes include the following mandatory data elements in the Entry Summary Declaration (ENS):

  • The HS code (6 digits) of commercial goods;
  • The EORI code of the consignee;
  • The details of the seller and buyer (or the owner of the goods in case the shipment does not involve a commercial transaction) for goods with a final destination in the European Union.

A detailed description of the shipped goods is essential so customs authorities can easily identify them.
